Can horse's with no pacing breed in them pace?

When she rushes, she's becoming unbalanced and feels like she's "running" as the foot falls get completely messed up - quite common in green horses that are on their forehand (pretty much most cobs if allowed to do what they like with their head). When she does this, steady her up, shorten your reins, bring her into an outline to bring her off of the forehand and try again.
